Or ask on the ML for proposals. :) The problem with just putting it into "Mediawiki extensions" is, that there might be an extension with the same name (see Vector). Another possibility could be to put _all_ skins under "Mediawiki skins". If somebody already knows and categorizes a bug as a skin bug, they might as well report it appropriately.
