From what I read in this bug and on [[:mw:Universal Language Selector]], ULS offers three features: 1) Switching interface language 2) Font selection 3) Input methods (including the pop-up near HTML inputs) 1) is done via preferences for logged in users, 2) and 3) are useless for many people. I'm from Germany for example - active on dewiki, enwiki and commons - and I've never actively used any of the features of ULS (besides turning of input methods after being annoyed by the keyboard symbol always popping up near HTML inputs). So for my use case (which is not so uncommon after all) ULS doesn't seem to bring any needed functionality? The only thing I stumbled across so far was Nemo mentioning "APIs being used by extensions" in comment 8. But I didn't find information according to this statement anywhere? What type of API and what extensions are you talking about? Therefore (if there is no hidden functionality somewhere) I see no reason to close this bug as invalid. I think the request is perfectly reasonable and I can add two downsides of ULS which are why I want it disabled: a) It's JavaScript and therefore loaded with delay. I always see the ULS link on the top "flickering" in after the page is already loaded, therefore distracting my eyes. b) It's JavaScript and therefore slow.
