Once the guided form is set up (bug 36762), patch
template/en/default/bug/create/user-message.html.tmpl to instead say something
like
Please read <a target="_blank"
href="https://www.mediawiki.org/wiki/How_to_report_a_bug";>the
guidelines</a> before creating a new [% terms.bug %] report here and
<a href="query.cgi">search</a> for existing [% terms.bug %] reports.
Less questions make everybody save time and help getting the problem fixed
faster.
If you are new to Bugzilla and prefer a simpler way to create a [% terms.bug %]
report, try the <a href="enter_bug.cgi?format=guided">guided bug entry
form</a>.
