I created the list templates at the English Wikipedia and converted the lists.
Created the tracking templates at Commons and added it to the database:

Todo:
* Create subcategories in
https://commons.wikimedia.org/wiki/Category:Cultural_heritage_monuments_in_China
for the provinces and link them from the lists
* Clean up some list cruft so that
https://commons.wikimedia.org/wiki/Commons:Monuments_database/Unknown_fields/monuments_cn_%28en%29
is empty
* Create new bugs for China in other languages
