I discovered at least 2 issues here:
* People abusing .toc - because we strip it we get a wrong number of headings.
Should be resolved with https://gerrit.wikimedia.org/r/80578
* Parser bug(?) - == <center> foo </center> == resulting in two <h2>s being
outputted.
