Changing the summary: I have the same problem with djvu files.
Bug 19476 is still open, with a patch to apply, but it's only about videos
(maybe you can fix at least the problem with djvu).
We have not been able to upload videos or big djvu for months, now! It's awful,
indeed.
Examples: I can upload [[File:Zingarelli, Vocabolario della lingua italiana,
1917, vol 1.djvu]] (32,65 MB) but not
http://www.archive.org/details/vocabolarioitali00riguuoft (82 MB).
