This settings change is actively harming development efforts. I received yet
another request, this time via e-mail, for a Bugzilla user to be assigned to a
bug (in this case, bug 56121).
This settings change needs to be either reverted or we need to find an
acceptable workaround. Locking out every new developer is not an option.
