We would like to revert the fix for bug 39617. That bug should have been fixed
via the 'whitespace' CSS property.
The 'fix' to bug 39617 caused Parsoid to begin creating dirty diffs (and
failing its test suite) -- see https://gerrit.wikimedia.org/r/92978
