Steps to reproduce:
1. Get clone of core
2. Install with php maintenance/install.php --dbtype sqlite --dbuser root
--dbname mw --dbpath /var/data --pass foo bar baz
3. Try to edit Main Page or create a new page
4. An edit conflict occurs
This happens both for anon and logged in users. Happens in master and on
1.21.2.
