As Steven has mentioned thanks are not explicitly private, but they are implicitly between two users. Now this was a decision that was made consciously, but the purpose of thanks is to increase collaboration and engagement between users, if it serves that purpose to make thanks more public then we may evolve the framing of that feature. However, it does make sense to think about it as we go in so that is something that we will do over the coming couple weeks.
