We've never had solid support and we've effectively been completely broken
since the new installer landed and we didn't include Mssql support there.
I'm removing the broken Mssql support from core in gerrit change 95651.
Considering Mssql support for MediaWiki is a story of cookie licking and broken
promises, I'm being bold and WONTFIXing this for good.
