Not sure what the bug is here.
If [[Foo/bar]] exists, then creating a link to [[Foo/bar]] will work
everywhere, including on [[Foo]]. Example edit:
https://test2.wikipedia.org/w/index.php?title=Pair_programming_Friday_for_fun_and_profit&diff=65324&oldid=64972
However, you can't create sub-page links (i.e., typing in "/bar") when on
[[Foo]] unless the namespace has sub-pages enabled; NS0 doesn't have this on
production wikis. Marking as INVALID, unless I've missed something?
