Nothing actionable here, closing for now.
Reporter: please reread the comments on this bug.
1) what does "Apart from that we need unblock of these IPs for large scale
editing" mean? (you should give details about how you are currently
encountering blocks. what do you do to trigger them and what is the error/block
message you encounter)
2) if you need to raise a throttle for a particular event then we need some
information about that event. (see comment 6)
If you can give an answer for either of those points feel free reopen.
