If fact I had the same symptoms on Meta (ULS is opened but nothing appears
apart <uls-select-language>); before reopening the bug, I activated ULS in the
preferences (and ULS was completely loaded in Special:Translate) and
deactivated ULS (and ULS was only partially loaded in Special:Translate).
I don’t understand exactly but now all works correctly for me, on Commons and
Meta, even when ULS is deactivated; perhaps a cache problem on my side. I
re-close this bug after checking all works in a fresh browser, sorry for the
reopening.
