Eh, I'd rather see OTRS pick up VisualEditor (which is incompatible with the
Translate extension...) than the Translate extension. It's a bit of a rough
user experience. However the Translate extension _is_ supported on the cluster
and if the OTRS admins want it (after consulting with the relevant
stakeholders), it's fine to enable there.
This happens to be MediaWiki configuration related to OTRS rather than OTRS
configuration related to Wikimedia, so this goes into "Site requests" with the
"shell" keyword.
