See [[RFC1918]] for more on that. Short version is we can't use that
information to do what you asked.

Better to use: https://wikimediafoundation.org/wiki/Special:MyPage (see which
user page it redirects you to) This should be done simultaneously on at least 3
separate devices. (or use 2 if that's all you can manage. to see if they all
are connecting from the same or from separate IPs)

How many editors (i.e. known non-vandals that already have accounts) will be
staffing this event?

At this late hour, maybe is better to focus on getting participants to create
accounts ahead of time (before the event) and granting the event staff
accountcreator bits. (we can start with [[user:Mary Mark Ockerbloom]])
