+1 to putting Global JS/CSS behind a flag, defaulting that to off,and deploying
this. Smaller wikis are already paranoid of 'OMG WMF IS PUTTING CODE IN OUR
SITES WIHTHOUT TELLING US', introducing another group of people (meta?) who can
do that without a large consulting period seems to be asking for dramaz.
There's a huge use case for Global User CSS/JS, and not so much for Global
Global CSS/JS.
