I think it's more that the collision odds for a checksum are low enough (on the order of, say, 1 in 2^32, even if not actually that low) that one can confidently assume they represent different data, which you can't do for length. For heuristic "these might be the same revision" purposes, length is enough. For "this is definitely the same revision as revision X, therefore since we've already checked that revision, we don't have to check this one" purposes, it is not sufficient.
