Flow board history such as
https://www.mediawiki.org/w/index.php?title=Talk:Flow&action=history
contains lines like
+ <user> created the topic _Handling WikiProject tagging, etc._.
the link specifies a particular workflow, in this case
https://www.mediawiki.org/w/index.php?title=Talk:Flow&workflow=rl7gw1a4ah0curug
but if you click the link you're just shown the Flow board, the workflow
parameter has no effect.
The link to the topic in its action menu is
https://www.mediawiki.org/w/index.php?title=Talk:Flow&workflow=rsc0gczzu8afseto
, note the different UUID.
All the "created the topic _Foo_" links in the board history are the same link
to this workflow. In this case UUID rl7g... appears in the containing div

and in the edit header link
workflow=rl7gw1a4ah0curug&action=edit-header
Maybe it's the workflow identifier for the board header.
