Sorry my following observation is probably noted above, but I didn't check.
On [[Page A]] put "[[Category:C1]]".
Now on [[Category:C1]] put
"#REDIRECT [[Category:C2]]".
Note how Page A is not listed on Category:C2.
Instead the only way to hunt down Page A in the categories is to
visit Category:1&redirect=no !
