I was asked about this on irc. To clarify - Special:Newsfeed (aka
Extension:GoogleNewsSitemap) is enabled on both english wikinews and russian
wikinews (Actually its enabled on all wikinews languages) - e.g.

The configuration for Russian could probably be tweaked however in terms of
defaults.
Extension:News is a different extension. It is not currently used on any
Wikimedia project. In order to get it enabled it would have to be reviewed for
security/performance/etc by a senior developer (And generally getting
extensions reviewed for deployment is an uphill battle). Is extension:News the
extension being asked for?
