If your point is that if you serve SVGs directly in some glorious SVG future, then you can't force the language they're displayed in (for the moment, at least), then yes, I agree. For the moment, we can, and, in some sense, we have to (that is, we are obliged to *try* the display SVGs in the correct language). I'm not sure where this bug is headed?
