The default message for ConfirmEdit blocking a new post is
"As an anonymous user, you can't submit external links. Please sign up for an
account."

But on WMF wikis, you actually need to be an autoconfirmed user. If I create an
account, I still can't add an external link in a Flow post.

As a workaround we could change the message on mw, meta, and enwiki.

As I understand it, when ConfirmEdit is properly integrated and shows a CAPTCHA
it may show the actual problem with the posting, e.g. captcha-addurl
"Your edit includes new external links."  So this seems minor.
