After a chat with the reporter on IRC,
The point of this request is that some bots active in Catalan projects
(ca.wiki...) and currently hosted in the toolserver require this locale. If it
is not available in Tools Labs, then such bots will stop working when the old
toolserver is shut down on July 1st.
