The recently created "Deployment systems" component sounds about right given name+description ("Tools to deploy code on Wikimedia servers / cluster") and owners (ops and platform), but it would need new CCs and a description addition like "including l10nupdate specific to Wikimedia, as opposed to generic MediaWiki extensions > LocalisationUpdate".
