Presumably what is desired is to keep you with approximately the same elements at the top of the screen after the rotate/resize. I had some old experimental code to try this but it was pretty hacky, needs to be reconsidered. (Another alternative is to fix the viewport width instead of the viewport scale, which would make landscape show text bigger, and thus show much less material on the screen at once.
