I have seen this happen for some other user during the London hackathon (I
don't remember who). The fix was to make the old git cache happy by `mkdir -p
apt-cache/partial` and then `vagrant up`. This is not an ongoing issue for new
installs but a horrible inconvenience we inflicted on users from before the
consolidation of the guest hosted cache directories.
