I imported all history of [[Ratnapura Portuguese fort]] (4 countable revisions) to testwiki, and content page count increased by 4. On a local test installation, import of the same page increased the content page count by 1. So it is not occurring on a simple wiki, but it is occurring on a complex setup (WMF cluster).
