Updating a topic (e.g a new post) does not cause it to become the most recently active. Confirmed on master as well as production (both MediaWiki.org and Wikipedias). This has been broken for a while, apparently. I just posted to https://en.wikipedia.org/wiki/Topic:S3l0za726rend89a ("November 20, 2014 3:37 PM"). However, at https://en.wikipedia.org/w/index.php?title=Wikipedia_talk:Flow/Developer_test_page&topiclist_sortby=updated&topiclist_savesortby= it isn't even on the first page.
