per [[:zh:Wikipedia_talk:投票/開放IP創建條目權限#討論僵持不下，為什麼不先測試一段時間]] local discussion,
we are going to re-grant the "createpage" to all user (This permissions was
remove at 2006) and we will test it for a short time (about 1~3 months).
According to the local poilcy [[:zh:Wikipedia:共識]], if it has put in a "smart"
place, and no object, then a consensus is made. So, please grant "*"
"createpage"permission.
