Not a stupid question at all.  We thought we pretty much fixed this problem
when we fixed bug 24124, but it turns out this feature causes people to cruise
the history a lot.  For example, if there are two or more revisions after the
latest accepted revision, reviewers are expected to inspect each revision
rather than accepting/rejecting the diff in totality.
