I think the issue is because the database name for these wikis are
"outreachwiki", which is the same as the Wikipedias (e.g. "enwiki", "frwiki"),
so the software assumes they're Wikipedias too. In the past, we've fixed this
by manually setting $wmgNoticeProject as "wikimedia" for each one that we
needed to fix. See <http://noc.wikimedia.org/conf/InitialiseSettings.php.txt>
