It does:
wfMsgForContentNoTrans( 'recentchangestext' )
Which for example causes the page on Meta (
http://meta.wikimedia.org/wiki/Special:RecentChanges?uselang=pt ) not to be
translated as defined there (
http://meta.wikimedia.org/wiki/MediaWiki:Recentchangestext/pt ).
