Currently interwiki links to wikiversity are set to non-local, which means it
can only be linked to directly from within an article (like with bugzilla:) and
cannot be linked to via the url nor with url shortening tools and not with
path-stacking either (eg [[w:de:commons:Test]] works but not for wikiversity)
