[Bug 24078] Re-point Wikimedia wiki logos to the local Wiki.png file

Individual wikis should have as much control over the display of their site as
possible. The default should be to use the local file (though care needs to be
taken to ensure that these images are protected locally). Wikis wanting to use
Commons should file requests in Bugzilla. Updating of the logos most recently
should have been done on each of the local wikis; I'm not sure why it wasn't or
why we'd want to repeat this process.
