IMO, if there was good reason of why such a fallback ({{commons:Template:fa}})
was not implemented for images ([[Commons:File:Fa.jpg]]), then it should
probably apply to templates too...

IMHO, I think Commons should be the only "repository" of content. Enabling full
cross-wiki transclusion would create unnecessary confusion...

I think we should allow that; don't see any strong reason why it shouldn't be
