Looks like it's blacklisted as known broken; WikiEditor with full toolbar will
show on RTL in IE 8 and higher. In a quick test, I can definitely confirm it's
very broken in 7, so disabling it is the correct expected behavior. (This
should be listed in the testing compatibility matrix.)
