[[n:User:Dendodge]] has reported that the enhanced toolbar is shown on edit
pages even when 'Enable enhanced editing toolbar', in the 'Editing' section of
Special:Preferences is set to false.
I have been able to reproduce this bug on Chromium and Firefox.
