I'm fairly sure this needs to be implemented (by a developer) through the
WikimediaExtensions extension, though someone will likely have to also touch
the awful mess of login form code. And some magic (transclusion, I guess) to
make sure that the account button matches what the description text says would
be good.

I'm not sure this makes much sense to implement overall, though. Seems like a
silly idea that would do more harm than good. Clutters the login form page
further, implies that the terms of use/privacy policy only apply to logged in
users (when that's clearly not the case), etc.
