Nope, the abovementioned  thread was from a Portal_talk: page. Portal pages are
content pages serving a special set of informations in a somewhat structured
(templated) way, but technically, for LQT, they're pretty normal pages afaics.

I suppose, LQT is enabled for each and every user in the wiki, including IP
ones, since they should be able to contribute to discussions and make requests,
although I do not remember that happening - maybe because users are asked to
register, and unregistered users have little chances to anything useful than
participating in discussions or correcting typos in very few pages.
