Yes, I can reproduce this behaviour by using the edit tab and "delete all" on
the left side under "File history", then attempt to re-upload the deleted file.
Since this is apparently intentional, it would be helpful to a) reword the
error message, b) delete the first 2 of the 3 buttons at the bottom ("Submit
modified file description" and "Ignore warning and save file anyway"), and c)
reword the 3rd button from "Cancel upload and return to the upload form" to
"Return to the upload form". Thanks for all the comments.
