UploadWizard is pretty solid now and is the default on Commons. It doesn't
handle all cases yet (e.g. custom license template support), but I suggest that
bugs be filed against UW instead at this point, instead of the standard upload
form, which is unlikely to receive a lot of attention in terms of additional
UX/feature improvements.
Resolving this FIXED, feel free to reopen if you specifically care about a
Special:Upload solution, but that's probably not something that will be
prioritized at least by WMF.
