The summary says it all. Special:Cite features the tag "citation", which works
correctly.
The problem is, when we save MediaWiki:Cite_text, the tag gets escaped (or
something) and then it appears as-is in Special:Cite.

The page was saved in 2005 and Special:Cite worked perfectly until I saved the
page again on 2011-10-24.
I put severity "major" because it precludes users to get correct citations of
Wikipedia pages.
