We update the dump format to also include the ="USER" ="SMW_PROPERTY" etc... key that the namespace was registered with. At that point, during an import we have the information we need to actually pre-register a namespace during an import. And it'll even work with extensions like SMW since the keys are preserved. The namespace will be imported, it'll work even if the extension is not installed. And when the extension is installed, it'll just pick up on the contents already in the namespace.
