I had an extension to this idea in dumps/export/import.

We update the dump format to also include the ="USER" ="SMW_PROPERTY" etc...
key that the namespace was registered with.
At that point, during an import we have the information we need to actually
pre-register a namespace during an import.

And it'll even work with extensions like SMW since the keys are preserved.
The namespace will be imported, it'll work even if the extension is not
installed. And when the extension is installed, it'll just pick up on the
contents already in the namespace.

Some of these ideas make me think that custom site namespaces should be
registered with some sort of SITE_X key that carries the implication that the
namespace was created for a site-specific purpose and the same key from two
different wikis may not actually be equivalent in any way.
