TASK DESCRIPTION
When a person visit Wikidata, the default language he/she sees is English unless that person is already logged and the default language set to some other one. This shoudnt be the case, since we are trying to be a multilangauage plataform and have easy means to check the language of the user's browser to deliver language specific interface to any person in the world, logged or not.
This is not an exclusive problem of Wikidata, since it also happens in Commons, Meta and the rest of the projects that have a centralized, not language specipic website, but since we discussed it in the wikidata telegram I thought it would be appropriate to start there.
