question is what the "right" solution is. somehow faking the context title to be some Entity page seems the wrong thing to do. If it would be possible to get a target title from the context, maybe that would be better, though not sure if/how. and then, for Wikidata, we don't even know the title yet in these cases. the id / title gets assigned after this hook gets called, although think we could work around that and set a target title.
