I think so, yeah – they’ll need to decide whether they want to treat suggestions like other constraint violations, ignore them, or treat them separately. (Strictly speaking, things will only start to break once editors on Wikidata start using the new status, not immediately with deploying this feature, but I imagine that’ll happen pretty soon after.)
