The CentralNotice changes I'm looking at were made in February, fac8406c28d9 <https://phabricator.wikimedia.org/rECNOfac8406c28d917e4a9373ceb63e0030064f1ed39>, and the EventBugHooks side was changed May 17 in b0450e28449c <https://phabricator.wikimedia.org/rEEVBb0450e28449c87b4493a65b67f8e87f65e402359>. No clue why the tests wouldn't have failed until now.
