TASK DESCRIPTION This is twin of T203696: Drastically reduce the number of ResourceLoader modules that WikibaseClient registers <https://phabricator.wikimedia.org/T203696> and focuses on improving performance of wikidata.org. Currently there's 1150 modules registered in wikidata.org that significant part of them can be merged. We need to have a discussion on stop using RL as dependency management system.
