This is actually by design. The expectation is that the updater will be run from some process manager (systemd in most cases) that will take care of restarting it. There are a few exception that do require a restart of the JVM (some things around DNS errors and caching, some around out of memory errors). So a process manager is required in any case. We could probably prevent a restart in more cases, but the log above seems to be a connection error, which in some cases does require a JVM restart. Identifying just the cases that require restart is non trivial, and thus probably not worth the effort. Feel free to disagree and re-open this task, or provide a patch...
